housing wackiness




hiya

i was talking to a guy last night who believes that many people rent apartments "illegally" in amsterdam. i've not been here that long so i dunno that much about it. if anybody knows more, i'd love to hear about it.

the idea is: somebody on the waiting list gets the rent-controlled apartment. i know people with rent-controlled apts for eur 200 a month or even less! which amazes me. now, it is illegal to sublet that apartment at free market prices. but if i'm to believe what i was told, a whole lot of enterprising amsterdammers do just that. so basically they're using the city's store of affordable housing as a means of income.

one complication for the subletter is that because you can't have a signed contract to do something illegal, the renters can't register themselves as residents of that stadsdeel -- even though they're required to do so. you need to show a huurcontract or lease to write yourself in by the stadsdeel.

the complication for the original tenant is that it can be very difficult to *remove* a subletter if they ever need to get back into their own apartment. some people just refuse to leave, and supposedly the law isn't very helpful. there's someone in prague right now who wishes she could get back into her place in amsterdam, ie wishes she never sublet it.

however if a subletter is evicted (by just changing the locks while they're out), supposedly the police won't help them. "it's a civil matter," they'll say.

this is all just stuff i heard from some friends at the bar. i haven't seen anything about this on the gemeente website, which tends to tell the official goodguy version of things. what do yall think about it?

I rented my appartment in Amsterdam that way.
Many of the houses are subletted that way. I placed an ad in some Dutch magazines (Vrij Nederland, De Groene) and most reactions about places to let were subletted.

The waitinglist for rent controlled housing is so long, that when people
finally have an appartment they don't cancel the lease when living together with a partner, or when spending time abroad. Instead the just sublet it.
Usually you get to hear on wich notice you have to leave.

The city has been cracking down on this lately, but these things are rarely effective in A'dam :-)

You cannot register yourself at these places, so you will need a "post adress"
for all official mail to go to. Hopefully a friend or colleage will be able to provide this. You can do without this adress if you do not want the government or debt collectors to know your adress :-)
